Basically this guy is an ass who could be likened to a Rightwing Christian Conservative who will do whatever he can to block or supress the spreading of other religions. This was particularly evident when the attack on The Keep and colonists happened. I would not be surprised if he had a hand in arranging or at least aiding the attack somehow.
